AP: Stalions Filed No Expense Reports w/Michigan
AP’s Larry Lage did a FOIA request to find any expense reports filed by Connor Stalions, and was told no such reports exist, further demonstrating that no other Michigan staffers or coaches were involved in his scheme:
ANN ARBOR, Mich. (AP) — Connor Stalions, the former Michigan staffer at the center of sign-stealing investigation by the NCAA, did not file any expense reports during the 17 months he was formally employed by the football program, according to the school.
The Associated Press filed a Freedom of Information Act request for Stalions’ expense reports while he was employed from May 2022 through Nov. 3, 2023. There are no responsive records, Patricia Sellinger, chief freedom of information officer at the school, replied in an email sent Wednesday.

Don't forget - there's a strong possibility that fries and a soda might have been included in that Brown Jug order.
And - during Covid - if Harbaugh could have given "vouchers" for a meal at South Quad (or a different Michigan dining facility) - they probably couldn't even enter South Quad without being active, enrolled, registered students - that lived there. The University was on lockdown.
Oh - don't forget - spending $ 280K on an OV for a player (like Arch Manning) is perfectly fine with the NCAA.

Without opining on whether he was or not, he could have been paid for expenses off book and therefore there would be no expense reports.

Yes, the guy who bought all the tickets with his own credit card under his own name had the presence of mind to ask for cash off the books to fund the whole thing out of concern of getting caught. Give me a break

This is a welcome development, but if we're being honest with ourselves, it doesn't mean all that much. If Harbaugh (or anyone else on the staff) truly did direct this scheme, then he wouldn't be dumb enough to have Stalions file an expense report. He would arrange for a rogue booster to compensate Stalions for any expenses incurred.

And Stalions also would have been given ways to buy tickets and transfer funds without it easily being traced, which is exactly what didn’t happen. You wouldn’t orchestrate a massive scheme and get only half of the cover up right while doing the other half so incredibly wrong.

The news here is that everyone is coming out of the woodwork and FOIA-ing the shit out of Michigan.
Michigan is going to be colonoscopy-prep clean after all of this.
Name me one major CFB program that could withstand this kind of scrutiny with as little dirt as has been actually found on Michigan.
Cheeseburgers and in-person scouting. That seems to be it. Michigan may be the cleanest fucking program in the country.

Bucknuts claiming that no reimbursements is almost as damaging as actual reimbursements. Claiming as a low level staffer he would have travel and food expenses unless he has UM credit card, which is unlikely.
As if he was buying food for all of the coaches and they expected him to pay…hardly.

I have no idea how it actually works, but in guessing for road games that each person isn’t paying for their travel, meals (likely catered) and hotel rooms independently. That would be a MASSIVE waste of resources and administrative burden.

Fine. Just shows what a dolt Stalions is. He should have made the AD pay the expenses he incurred having people video opposing teams sidelines. That isn't prohibited "advance scouting" it is obtaining video of opponents' games which is widespread because it is legal. As far as I can tell, the only possible prohibited conduct would be Stalions' going to the CMU game, which, if he did it on behalf of Michigan would be prohibited. So far, it isn't even established he was there.
