There is a way but it would require the players to have a union and a CBA between the players' union and the NCAA/conference, etc. Pro sports have restrictions on making money off the field. They can get legit sponsorships, but an owner (i.e. booster) of a pro team can't pay someone the league minimum then give them a phony sponsorship to basically pay them under the table/skirt the salary cap rules.
Pre-COVID, the rule was you had 5 years to play 4 seasons. You can use the redshirt season at any point during those 5 years (most obviously use it the first year because they're not ready to contribute as freshman). Once that redshirt year is used, you have to petition the NCAA for an extra year if you missed another season (or majority of the season) due to injury.
Bringing in someone else that plays the same position as a HS recruit is not recruiting over them. Recruiting over someone is bringing in a younger guy to take their spot.
This is just feelings-ball and not related to any actual digging into the data, but I'd assume it just felt that way because Washington had more explosive/big plays than Michigan. Not that UM didn't have any, but the preferred MO was ground game/control the clock and only bust out the passing game when necessary. UM certainly had a lot more possessions that were long, methodical drives compared to Washington's approach of trying to hit a home run on as many plays as possible.
Also JJ had a bum ankle that game. But most importantly, the coaches knew that PSU wasn't going to score with their mediocre offense against the best D in the country. The only way PSU wins that game is by getting points off of a turnover, so they weren't going to risk a strip-sack or JJ getting hit as he threw it leading to an INT.

Do the payments have to be uniform to all players? Spending as it currently is (not talking about directly paying players) isn't even close to uniform (see different facilities between say the football team and women's field hockey for example). And mandating equal payments to everyone is just silly, you wouldn't run a business that way. There's a reason upper management makes way more than say a secretary, etc. So it would stand to reason that the school would have more funds for the teams that bring in money (men's football and basketball) compared to all others that basically lose money.

However, the school/AD/program needs to do a better job of facilitating and getting the deals lined up for the players sooner to give May a better chance of landing kids like this.

Looks like they were all juniors last year (just going through the box scores and looking at top scorers), so presumably they should've been able to get undergraduate degrees already.

Tugger's agent only collected a small percentage of what he was going to make since MSU didn't have to pay him the full contract/fired him for cause.
