There is a way but it would require the players to have a union and a CBA between the players' union and the NCAA/conference, etc. Pro sports have restrictions on making money off the field. They can get legit sponsorships, but an owner (i.e. booster) of a pro team can't pay someone the league minimum then give them a phony sponsorship to basically pay them under the table/skirt the salary cap rules.

This is just feelings-ball and not related to any actual digging into the data, but I'd assume it just felt that way because Washington had more explosive/big plays than Michigan. Not that UM didn't have any, but the preferred MO was ground game/control the clock and only bust out the passing game when necessary. UM certainly had a lot more possessions that were long, methodical drives compared to Washington's approach of trying to hit a home run on as many plays as possible.

Spending as it currently is (not talking about directly paying players) isn't even close to uniform (see different facilities between say the football team and women's field hockey for example). And mandating equal payments to everyone is just silly, you wouldn't run a business that way. There's a reason upper management makes way more than say a secretary, etc. So it would stand to reason that the school would have more funds for the teams that bring in money (men's football and basketball) compared to all others that basically lose money.
