MSU? Seems like they take plenty of these marginal qualifiers

And that's a 2018 kid. You'd think MSU would be an option.

The fact that 3 WMU OLs will have gone in 3 straight NFL drafts helps. Beavers - Vikings, Moton - Panthers, Okorafor - combine. Possibly Keenoy next year.
Moton was taken right out of MSUs backyard and his mom was a Spartan alum, who really wanted him to go there but he didn’t get the offer. Chukes was in a similar situation as Reed, had offers from Iowa, OSU, Oklahoma, Florida, Nebraska, NCSt, but eventually decided to stay closer to home (Southfield HS).

Sampson did not sign with Syracuse in December as planned and has taken no official visits. That sounds to me like he won't be eligible academically. For WMU it's worth a shot.

could be wrong of course

With obvious interest. It seems that academics were not the reason. And he wanted to be at Syracuse. The fact that a 4* late in the process has very little interest from P5s is a red flag. As of yesterday WMU had 5% of crystal balls and now stands at 20%.
This is from a SU fan on Western’s forum:
The hold up on Sampson might be the same reason he didn't end up at Cuse. This depends on whether the teams that showed interest after his separation from Cuse caught wind of why he didn't end up there. All I can say for sure is that Cuse moved on from him, not the other way around. It was for a good reason and him signing anywhere if the info is out among coaches would be a miracle.
